County board passes resolution to take over sheriffs HR department

WASHTENAW COUNTY MI The Washtenaw County Board of Commissioners passed a resolution Wednesday to take control of the sheriffs Human Resources Department a move criticized by the sheriff
Commissioners voted nearly unanimously during its regular Dec 3 meeting to move four HR positions in the Washtenaw County Sheriffs Office under county administration saying there has been reports of widespread misconduct in the department
Commissioner Yousef Rahbi of District 8 left shortly before the vote and did not respond to a request for comment about why he left The other commissioners all voted to pass the resolution

I am happy that we are making this resolution she said before the vote The level of liability that the county would face if we were to ignore those concerns is probably a dollar amount we couldnt wrap our arms around
Sheriff Alyshia Dyer slammed the decision saying she has sole and exclusive authority over the sheriffs office
It is factually incorrect inflammatory strategically shortsighted disrespectful to my employees and violative of the Michigan constitution Dyer said in a statement released Thursday afternoon adding it demeans the work of those that work at the office
Katie Scott chair of the commission said the sheriff retains control over the department noting that was also addressed in the resolution itself
The policy clauses were very clear that the sheriff retained her constitutional authority to hire and fire law enforcement in the county Scott told MLiveThe Ann Arbor News
She said there seems to be a disconnect between the board and the sheriffs office
Im hopeful we can work out all of those differences Scott said
It is unclear exactly what led to the resolution although board leaders said in a public statement published Tuesday evening that the office displayed deeply poor judgement and an inconsistent application of county policies in its handling of personnel matters

She declined to share additional information about the exact nature of the allegations but said leadership has concerns about retaliation stifled voices and employees feeling unsafe bringing forward issues County administration and legal counsel first shared the complaint against the sheriff during the boards closed session on Nov 19
